# CHG-06 change-tax reproduction

This deterministic fixture demonstrates the argument in “Technical Debt Is a
Change Tax You Can Name.”

It contains synthetic ledger entries with:

- an affected change path;
- observed recurrence;
- extra-effort and repair ranges;
- estimate provenance;
- non-time risk; and
- an expiry trigger.

Run:

```

The result is intentionally limited to `pay-down`, `accept`, `measure`, or
`contain`. It is not a universal debt score or an economics forecast.

All paths, observations, ranges, risks, and decisions are synthetic. The
fixture does not reproduce a private system, team, repository, or production
result.
